excess capacity
in the short-term, fishing capacity or number of boats that exceeds the capacity required to capture and handle the allowable catch. In the long-term, fishing capacity that exceeds the level required to ensuring the sustainability of the stock and the fishery at the desired level. Excess capacity is the difference between current fishing capacity and target fishing capacity (Yc – YT)/YT, in which Yc is current yield or catch and YT is target yield or catch (to be evaluated and compared relative to the same stock size). Also called over-capacity, excess harvesting capacity
